For over a year, the Opus Group has worked with neighbors to collect feedback to design a Community-Driven Plan for the land just East of Lake Pleasant Parkway & Pinnacle Vista Drive.
This website has been created to keep neighbors, stakeholders, and residents informed, engaged, and heard as this proposal moves forward.
A Better Plan for Cibola Vista
Stronger than current resort commercial zoning:
The property is currently permitted for four-story timeshare buildings without development standard considerations that would promote neighborhood compatibility. The proposed plan replaces that with a lower-intensity, community-compatible design that complements the surrounding homes and resort area.
Reduced heights and generous buffers:
Since the initial submittal, building heights have been reduced from three and four stories to two stories along neighborhood edges, with over 650 feet separating the nearest homes to the south and more than 300 feet on the east side—preserving privacy, views, and open space.
Better design fit:
Two-story villas are now placed along sensitive edges, thoughtfully designed to blend with the community and maintain a comfortable, residential feel.

From the very first neighborhood meeting, the project team behind the Resort Residences at Cibola Vista has worked hand-in-hand with nearby residents to refine and improve the plan. Each stage of feedback has resulted in tangible, meaningful changes—ensuring the final concept reflects both the community’s input and the highest standards of thoughtful development.
Summary of Site Plan Evolution
Lower Building Heights Near Homes
After Neighborhood Meeting #1:
Reduced the southern four-story building to three stories and shifted it further north to increase distance from nearby homes.
After Neighborhood Meeting #2:
Further refined the plan to introduce two-story townhomes along the south boundary, replacing taller structures.
Created a softer visual transition from existing homes to the new residences—protecting views, privacy, and neighborhood character.
Proactive Land Acquisition for Certainty
The developer secured control of Parcel 9B, eliminating the possibility of another developer placing a four-story hotel directly along the eastern boundary.
This proactive step allowed for a complete re-envisioning of the eastern edge—now featuring two-story residential buildings instead of resort-scale structures.
The result is greater predictability, reduced visual impact, and lasting peace of mind for neighboring homeowners.
Increased Buffers and Setbacks
The plan maintains generous setbacks of more than 300 feet along the east boundary.
To the south, there is now over 650 feet of separation between existing homes and the nearest project building.
Within these buffer areas, low-profile buildings—such as garages and townhomes—are strategically placed to preserve open space, minimize visual impact, and enhance the natural landscape.
